Charalambos Tsekeris (PhD) is Research Director (Full Professor rank) at the Institute of Social Research, Greek National Centre for Social Research (EKKE); CHS Associate in Technology and Ethics, Harvard University. He currently serves as Full Member of the Greek National Commission for Human Rights; Member of the OECD Expert Group on AI Futures; Member of the Greek High-Level Advisory Committee on Artificial Intelligence; Member of the National Council for Research, Technology and Innovation (ESETEK). He is also Dep. National Representative of Greece at the European Network of Research Integrity Offices (ENRIO); founder and Director of the Strategic Foresight Unit at EKKE. His expertise is at the intersection of ethics, innovation and algorithmic technoscience, with research focus on digital social research, strategic foresight, tech regulation and governance, and the ethical, social and legal implications of Artificial Intelligence. He has previously served as External Scientist at ETH Zürich; as Professor Extraordinary at the School of Public Leadership, Stellenbosch University. Currently, he holds the position of Research Associate at the Anti-Corruption Centre for Education and Research (Stellenbosch), and actively coordinates the World Internet Project-Greece, which examines the use of digital technology and algorithmic technoscience in Greece and worldwide. He has taught at numerous academic institutions and study programs in Greece and abroad.

Lilian Mitrou is a Professor at the University of the Aegean. She studied at the Athens Law School of the National and Kapodistrian University of Athens (NKUA) and completed her doctoral dissertation at the Faculty of Law of the University of Frankfurt under the supervision of Professor Spiros Simitis. She teaches Data Protection Law and Information/Internet Law at the Department of Information and Communication Systems Engineering of the University of the Aegean and serves as a visiting professor at the Athens University of Economics and Business and the University of Piraeus in postgraduate programs. She served as Head of Office and Advisor to former Prime Minister Kostas Simitis from 1993 to 2004. She was a member of the Hellenic Data Protection Authority from 1999 to 2003 and, during the Greek Presidency of the Council of the European Union in 2014, chaired the Working Party on Information Exchange and Data Protection (DAPIX). From November 2016 until September 2023, she served as a member of the Greek National Council for Radio and Television. She is President of the Institute for Privacy, Personal Data and Technology of the European Public Law Organisation. She has served as a member or chair of numerous legislative drafting committees on issues including personal data protection, electronic communications, infrastructure and network security, e-government, artificial intelligence, and related fields. She is a member of the Annex III Subgroup of the AI Board, a collaborating researcher at the ARCHIMEDES Unit of the ATHENA Research Center, and a special advisor to Hellenic Foundation for European and Foreign Policy on artificial intelligence matters. Since 2021, she has been Editor-in-Chief of the scientific journal Law, Technology and Communication (DITE). She practices as an Athens-based attorney specializing in legal advisory services. She participates in numerous research projects at both international and national levels and has authored books and scholarly articles in Greek, English, and German.

Tina (Stamatia) Garani-Papadatos holds the position of Professor of Law and Bioethics in Public Health, Dept of Public Health Policy, School of Public Health, University of West Attica since 2019. She has a degree in Law (National and Kapodistrian University of Athens), a Master of Arts (Centre of Medical Ethics and Law - King’s College London) and a Doctoral Degree (Dept of Forensic Medicine and Toxicology, Faculty of Medicine, University of Athens). Her continuing education includes short trainings at the Imperial College of Engineering, Science and Technology (London), the Harvard School of Public Health (The Francois-Xavier Bagnoud Center for Health and Human Rights), and at the ASPHER (Association of Schools of Public Health of the European Region). She has been a member of the Athens Barrister Association (1987-1998). Until 2019 she worked as Scientific Assistant at the Dept of Public and Administrative Health of the National School of Public Health. She has extensive teaching experience in graduate and post-graduate level and she has published in the field of Bioethics, Research Ethics, Human Rights and Public Health Law. She has participated in numerous EU research projects and in a number of Committees at the national level (e.g., Research Ethics Committee of the University Research Institute of Mental health, Neuroscience and Precision Medicine (EPIPSY), Research Ethics Committee of CERTH (Centre for Research and Technology Hellas). Since 2022 she chairs the Research Ethics Committee of the University of West Attica. She has been a Member of the Board of the National Scholarship Foundation (IKY, 2020-24). She has participated in various ad hoc Committees of Experts at the Council of Europe, and she has represented Greece in the Steering Committee of Bioethics of the Council of Europe from 2002-2019, where she has held the position of the Chair for two years (2009-2011). She is an Ethics Expert of the European Commission – Directorate General for Research and Innovation and of the European Research Council, and member of the WHO-COVID-19 Ethics Working Group (WHO Expert Group on ethics & governance of infectious disease outbreaks & other emergencies, 2020-).

George Karavokyris was born in Athens in 1977. He studied at the Law School of the Aristotle University of Thessaloniki and pursued postgraduate studies (DEA Droit Public Interne, 2001) in Paris at the Law School of Paris II Panthéon-Assas University, where he completed (2008) his doctoral dissertation entitled “L’autonomie de la personne en droit public français”. His PhD received the distinction “Très honorable avec félicitations” and was published by Bruylant in 2013. His second book, “The Constitution and the Crisis” (Kritiki, Athens, 2014, in Greek), was awarded a prize by the Academy of Athens in 2017. His most recent book is titled “Constitutional Objectives: Public Law in a Functional Turn” (Centre for European Constitutional Law—Themistoklis and Dimitris Tsatsos Foundation, 2024). Since 2002, he has been a member of the Athens Bar Association. Between 2020 and 2025, he served as a Special Advisor (pro bono) on Constitutional Law and Political Institutions to the Presidency of the Hellenic Republic. He has also been a member of the Scientific Committee of the Hellenic Parliament Foundation for Parliamentarism and Democracy and has directed the book series Basic Concepts of Modern Democracy. He is a member of the Hellenic Association of Constitutional Law (Ένωση Ελλήνων Συνταγματολόγων), serves on the Board of Directors of the Scientific Society “Aristovoulos Manessis” (Επιστημονικός Όμιλος «Αριστόβουλος Μάνεσης»), and participates in the Scientific Council of the Centre for Legal Culture (ΚΕΝΟΠ) at the Aristotle University of Thessaloniki. His research and publications focus on constitutional law, public law, legal philosophy, and legal theory. George Karavokyris is an Associate Professor of Constitutional Law at the Law School of Aristotle University of Thessaloniki.

Dr. Vangelis Karkaletsis is Director and Chairman of the Board of the National Centre for Scientific Research “Demokritos” (NCSR Demokritos), Greece’s largest multidisciplinary research centre. He represents Greece at the European Artificial Intelligence Board and serves on the High-Level Advisory Committee on AI to the Greek Prime Minister, as well as on the National Commission for Bioethics & Technoethics. Over the past two decades, Dr. Karkaletsis has worked to advance artificial intelligence from an isolated research field into a collaborative driver of innovation across science, industry, and society. Formerly Head of the Software & Knowledge Engineering Lab (SKEL | The AI Lab) and Director of the Institute of Informatics and Telecommunications at NCSR Demokritos, he has coordinated numerous European and national R&D projects and led major educational initiatives, including two of Greece’s first MSc programmes in Data Science and AI. His work focuses on trustworthy, human-centric AI and its role in shaping Europe’s technological future. He contributes to national and European AI strategy through flagship initiatives such as PHAROS, the Greek AI Factory within the EU AI Factories network, and Greece’s Blueprint for AI Transformation. His research interests include natural language processing, knowledge representation, and human-machine interaction.

Kostas Karpouzis is currently an Associate Professor at the Department of Communication, Media and Culture,Panteion University of Social and Political Sciences. In his research, he is looking for ways to make computer systems less biased and more aware of and responsive to the way people interact with each other using natural, affective interaction and intelligent, user-adaptive algorithms. Since 1998, he has participated in more than twenty research projects funded by Greek and European bodies; most notably the Humaine Network of Excellence, leading research efforts in emotion modelling and recognition, the FP6 IP CALLAS project (Area Leader of Affective applications), the FP7 TeL Siren project (Technical Manager), which was voted Best Learning Game in Europe for 2013 by the Games and Learning Alliance, the H2020 iRead project, which produced Navigo, the winner of the GALA Serious Games competition for 2018, and the ECoWeB project, which produced an app to promote emotional wellbeing and prevent mental health problems in adolescents and young adults. He is the Student Activities Chair and Computer Chapter Chair for IEEE Greece, a member of the BoD for the gi-Cluster of Corallia, which consists of industrial and academic members of the game and creative ecosystem in Greece, and the Chairman of the Board of the Hellenic Association of Computer Engineers. In fall 2016, he authored a lesson on the TED-ed platform titled "Can machines read your emotions?"; the lesson surpassed 300.000 views in its first week and has been used by more than 240 teachers.

Professor Christos Lionis is a physician, academic, and internationally recognized leader in primary health care and public health. He served as Professor of General Practice and Primary Health Care and Director of the Clinic of Social and Family Medicine (CSFM) at the University of Crete from 1995 to 2022. In recognition of his long-standing academic and research contributions, he was awarded the title of Professor Emeritus in 2023. In addition to his work in Greece, Professor Lionis has held the position of Professor of Primary Health Care and Public Health at the School of Social Sciences and Humanities, University of Limassol, Cyprus. His academic career has been marked by extensive leadership and collaboration in European and international research initiatives, with a particular emphasis on strengthening primary health care systems, promoting person-centered care, and advancing medical education. Since February 2026 is one of the two Heads of the WHO Collaboration Centre on Quality of Care and People-Centered Policies under WHO’s reference number GRE-33 Center. Professor Lionis served as Chair of the Mental Health Working Party of the World Organization of Family Doctors (WONCA) until April 2026 and contributes to the scholarly community through his roles on the editorial boards of several leading international journals. His work bridges clinical practice, research, and policy, with a sustained focus on mental well-being, resilience, and the integration of public health and primary health care. His contributions have been widely recognized through numerous distinctions, including Honorary Fellowships from the Royal College of General Practitioners, World Organization of Family Doctors (WONCA), and the European Society of Cardiology.

Gkikas Magiorkinis graduated from the School of Medicine of the National and Kapodistrian University of Athens, holds an MSc in Biostatistics and a PhD in Molecular Epidemiology of Viral Infections. He specialized in Biopathology at the “Andreas Syggros”, “Laiko Nosokomeio” and 401 Military Hospital. He then worked from 2010 to 2017 at the University of Oxford, as a post-doctoral researcher, Marie Curie Fellow and Fellow of the Medical Council of the UK, receiving at the same time the titles of Junior Research Fellow from St. Cross College and Research Lecturer from the University. From 2013 to 2017 he worked concurrently as an Honorary Consultant in Medical Virology in the Virus Reference Unit, Public Health England in Colindale, London. He is a member of the General Medical Council of the United Kingdom, the Medical Association of Athens, and a Fellow of the Royal College of Pathology and the Royal Society of Medicine. He has received the “Ioannis Vlyssidis” medical sciences prize from the Academy of Athens, the first Marie Sklodowska-Curie prize in the Promising Research Talent category and for his clinical contribution to Medical Virology he was elected to the Fellowship of the Royal College of Pathologists. He is a sub-domain leader of the 100,000 GeCIP at Genomics England. His research interests concern the applications of evolutionary virology in modern medicine. He has more than 110 publications, including editorials in the journals PNAS, Current Biology, PLoS Medicine, and PLoS Pathogens, as well as letters in Science, New England Journal of Medicine, and Lancet Infectious Diseases. His work has been covered by Media such as BBC, CNN, New York Times and National Geographic. During the Covid-19 pandemic, he was a member of the relevant expert committee of the Ministry of Health and participated in the regular and emergency briefing of the Ministry of Health on the course of the pandemic from September 2020 until the final end of the briefing.

Nicholas K. Moschonas is Emeritus Professor of Biology and Medical Molecular Genetics, School of Medicine, University of Patras, and Affiliated Researcher at the Institute of Chemical Engineering Sciences of the Foundation for Research and Technology (FORTH). His academic and research career spans more than four decades and has been associated with the Universities of Crete and Patras, as well as FORTH. He studied Biology and Developmental and Evolutionary Biology at the Universities of Patras, Athens, and Harvard (1970–1979), and specialized in Medical Molecular Genetics at the National Institute for Medical Research, MRC (1979–1981). He served as Professor in the Department of Biology at the University of Crete, where, as founder and head of the Laboratory of Human Molecular Genetics, he worked for 23 years (1983–2006). During the same period, he was an affiliated researcher at the Institute of Molecular Biology and Biotechnology (IMBB) of FORTH. In 2004, he was elected Professor at the School of Medicine of the University of Patras, where he directed the Laboratory of General Biology and played a key role in advancing teaching and research in molecular genetics and human biology. Upon his retirement in 2020, he was awarded the title of Emeritus Professor. His research, which has made significant contributions to the understanding of the organization and function of eukaryotic genes, focuses on medical molecular genetics and functional genomics, with emphasis on systems biology and the reconstruction of protein interactomes and genetic disease networks. His research group was the only Greek participant in the Human Genome Project, maintaining participation from 1990 to 2004. Among other distinctions and appointments, he served as Deputy Member of the National Council for Research and Technology (NCRT) of Greece (2005–2009), as National Delegate and member of the Program Committee for the “Cooperation–Health” thematic area of the EU FP7 Program (2006–2010), and as member of the Biosciences Scientific Council of NCRT (2014–2019). He teaches medical genetics, genomics, and systems biology courses in undergraduate and postgraduate study programs. He has served as Scientific Editor of the Greek editions of ten internationally recognized university textbooks and ten popular science books in Biology and Genetics. He has published in international scientific journals, including high-impact journals such as Nature, Cell, Proceedings of the National Academy of Sciences, and Nucleic Acids Research. He has led numerous national and European research projects as principal investigator, delivered over 90 invited lectures, and supervised and mentored a large number of undergraduate and graduate students and young researchers, making a substantial contribution to the advancement of molecular biology and genetics in Greece.

Evangelos D. Protopapadakis is Professor of Applied Ethics and Bioethics at the National and Kapodistrian University of Athens; Director of the NKUA Applied Philosophy Research Laboratory; President of the Ethics and Deontology Committee of the National Center for Scientific Research “Democritos”; Member of the Hellenic National Commission for Bioethics and Technoethics; Head of the Greek Unit of the International Chair in Bioethics (WMA Cooperation Center), Director of the MA Program Animal Welfare, Ethics and the Law, Director of the international MSc Leadership: Ethics and Politics, and Member of the Pan-Orthodox Committee of Bioethics of the Ecumenical Patriarchate in Constantinople. He has published 4 books in Greek and 2 in English as the sole author, as well as 12 edited volumes as the editor or co-editor: 4 in English, 1 in Serbian, and 7 in Greek. He has published more than 100 papers in domestic or international scientific journals and volumes. Basil C. Tarlatzis is Professor Emeritus of Obstetrics-Gynaecology and Human Reproduction. He has served as Chairman of the 1st Department of Obstetrics – Gynaecology at AUTh, and has held the position of the 1st Council Vice-President at Aristotle University of Thessaloniki (2013-2016). He has served as President of the Medical School of Aristotle University of Thessaloniki (2011-2013), of the European Society for Human Reproduction and Embryology - ESHRE (1997-1999), as well as of the International Federation of Fertility Societies - IFFS (2007-2010). Furthermore, he was Deputy President of Greece’s National Authority for Medically Assisted Reproduction (2005-2010) and Past President of the European Board and College of Obstetrics and Gynaecology – EBCOG (2020-2023). In addition, he has served as Chair/Member of the ESHRE Ethics Committee “Bioethical and legal aspects of ART” (1999-2021), Member of the ESHRE Task Force on Ethics and Law (1999-2015) and Member of the Laboratory for the study of Medical Law and Bioethics, AUTh (2016-today). He has also received several distinctions and awards in Greece and abroad, among which are the ‘Arnaldo Bruno’ Premio Internazionale per la Ginecologia (International Gynaecology Award) from the Accademia Nazionale dei Lincei (National Academy of Italy) and the ‘ASRM Service Award’ from the American Society for Reproductive Medicine. He is Doctor Honoris Causa, Patras University (2022), and Member of Academia Europaea (2026). Stavroula Tsinorema, Professor of Modern, Contemporary Philosophy and Bioethics, is the founding Director of the Interinstitutional Postgraduate Programme “Bioethics” and founding Director of the Centre for Bioethics of the University of Crete. She holds a First Class Honours Degree in Philosophy from the Department of Philosophy, National and Kapodistrian University of Athens, followed by M.A. in Moral and Social Philosophy and Ph.D. in Moral Philosophy from the University of Exeter. She has held an Exeter University Scholarship (UK), a Committee of Vice-Chancellors and Principals Award (UK), and A.K. Mellon Foundation Fellowship (USA). She has taught at the University of Ioannina and University of Exeter, and has held visiting posts/fellowships at the Universities of Leeds, Pittsburgh (Center for Philosophy of Science), Oxford (St. John’s College), Texas at Austin, London School of Economics and Political Sciences (Centre for Philosophy of the Natural and Social Sciences), University of London (Institute of Philosophy Fellowship), Stanford University. Her research interests are in moral and social philosophy, bioethics, epistemology, philosophy of language and philosophy of mind. Her publications focus on methodological and normative issues in bioethics, research ethics, ethics of science and technology, the epistemology of value-concepts, Kant’s moral philosophy, Wittgenstein. She is the author of Language and Critique. Katerina Fountedaki was admitted to the Aristotle University of Thessaloniki School of Law after ranking first in the national entrance exams and graduated at the top of her class. She was appointed as a lecturer in Civil Law at the Law School of Aristotle University of Thessaloniki in 2000 and has been a full professor since March 2013. The main academic fields of her publishing and research activities are Medical Law and Professional Liability, Medically Assisted Reproduction, Tort Law, Protection of Personality, Bioethics, and Family Law, which she teaches at both the undergraduate and graduate levels, as well as Property Law and General Principles of Civil Law. She has 125 publications, including ten books, with more than 2,000 citations, and has participated in more than 165 conferences and other academic events of legal and interdisciplinary nature. She has served on 8 legislative committees in Greece, the European Union, and the Council of Europe, focusing on family law. She is Director of the Laboratory for the Study of Medical Law and Bioethics at the Law School of Aristotle University of Thessaloniki, a member of the National Committee of Bioethics and Technoethics with a four-year term (beginning in May 2026), President of the Association of Civilists, and a deputy member of the Supreme Disciplinary Council. She has served as a member of the Evaluation and Accreditation Council of the National Authority for Higher Education (NAHE) for the field of Law and Political Science, Deputy Dean of the Law School at Aristotle University of Thessaloniki, Deputy Chair of the National Authority for Medically Assisted Reproduction, member of the Board of Directors of the School of Judges, and General Secretary of the Family Law Society.
